It had been a year since the Boy Wonder, a career bureaucrat, landed a
high-profile position in the Department of Healing.
The cabinet was shuffled, and a good woman from Rugged Independence,
Petrolea, had just been appointed Minister of Healing.
The ripples of confusion from these changes radiated throughout the
Department, and the General Direction headed by Boy Wonder. His naked
ambition followed along right behind.
Corporations are notorious amnesiacs. This condition combined with that of scarce
organization and communication skills, typical among executives. As a
result, answers to simple inquiries like "What is the Department doing
about Alzheimer's Disease?" were word-processed into convoluted,
fifteen-page documents without a clear point.
Front line program staff and managers received unintelligible requests for
briefings from on high. Sometimes they conducted simple Google searches to
"feed the beast."
Naturally, the Minister's staff, and their number one boy, felt that this
did not befit the department, and they all scratched their heads for a
while. Finally, it came to them--"we should train all the staff in the
General Direction on how to write a briefing note that we can understand!"
