It is outrageous and we should continue to be appalled every time we are visited by the insult: that both begging and giving should be discouraged. A public official, facing criminal charges, makes his entry project the installation of "Kindness Meters," while entreating beggars and tourists alike to pay heed. It's not only immoral, it's ridiculous. Under what circumstances could this be tenable? Solitary confinement? A state of war? How can anyone seek to stop a person from talking to another? Especially in the Byward market - isn't this where you want the public good to be realized, in all its potential efficiency? Prohibition of negotiation is an invitation to bad news. As for Larry O'Brien, let's just say he got off on the wrong foot, and has the opportunity to seek counsel. May his plea be heard by a kindness meter.
